Federal clients make critical acquisition and delivery decisions long before construction begins, often while project priorities, market conditions and execution requirements are still taking shape. Insight from builders during those early conversations gives project teams a clearer understanding of potential constraints and delivery considerations. Through decades of federal experience across complex projects and mission-driven environments, Hensel Phelps brings informed, practical insight to the acquisition process.

Strengthening Small Business Participation
Small business partnerships remain a significant part of Hensel Phelps’ federal work. Over the last five years, the company has directed approximately $8 billion in small business spend and has pledged to reach $10 billion by 2030. Hensel Phelps’ Supplier Diversity team works closely with small businesses as they navigate opportunities across the company’s projects and programs.

Through the Technical Assistance Program, Head Start Bonding Program and Emerging Trade Partners Program, trade partners have access to resources spanning estimating, procurement expectations, scheduling, manpower planning, safety, quality control and cash management. The team also helps connect businesses with bonding and insurance resources while providing guidance around Hensel Phelps processes and project requirements.
The Emerging Trade Partners Program adds another layer of engagement for opportunity-ready small businesses through one-on-one business development support and direct interaction with Hensel Phelps project teams. Across these efforts, the Supplier Diversity team maintains an active role in building relationships with trade partners, identifying opportunities that align with their capabilities and supporting their continued participation across Hensel Phelps projects.
