About the Project
The Contra Costa County Administration Building sits in downtown Martinez, serving as the home for county administrators and a focal point for the surrounding community. The four-story, 71,000 SF building’s largest room is the Board Assembly Chamber, located on the first floor. The second floor serves as the employee entrance. The three floors above hold offices, workstations, interview rooms and conference rooms, giving staff flexible places to work. A wellness room, training room and staff lounges round out the building, offering employees places to relax during the workday.
Nearby, the Contra Costa County Emergency Operations Center (EOC) is a new, two-story, 38,000 SF headquarters for the County Sheriff. The building is part of a larger county complex and connects smoothly with the structures around it. One of its standout features is the Situation Room, which includes a massive screen—32 feet by 13.5 feet—built from 48 smaller screens. The room’s flexible layout includes multiple tables and phones, and it’s surrounded by smaller breakout conference rooms.
The EOC building’s ground floor lecture hall also flexes to different needs. A glass garage door opens on one end to add extra seating for presentations. The electric stage stays hidden within the wall until it’s needed, then slides down into place. This space handles media briefings and public announcements, as well as general collaboration. The rest of the floor includes offices, conference rooms, workstations, a kitchen and a gym, while outdoor balconies and a BBQ setup with picnic tables extend the space further. Gated parking for county vehicles and staff rounds out the site, including several EV parking spots.
