Jeff Wenaas – President and Chief Executive Officer


Jeffrey (Jeff) K. Wenaas joined Hensel Phelps in 1983 and is a graduate of Arizona State University with a Bachelor of Science in Construction Engineering.  Based in Greeley, Colorado, Jeff is Hensel Phelps’ President and Chief Executive Officer and has overall responsibility for the leadership and strategic vision of the organization. Since 1983, he has served the company in an increasingly responsible capacity.  His positions have included Operations Manager for the Plains and Southwest Districts, Manager of Work Procurement for the company, Southeast District Manager and Vice President, President and Chief Operating Officer, before being appointed President and Chief Executive Officer. Reporting directly to Jeff are Executive Vice Presidents and their respective District Managers and Vice Presidents.

Jeff is a member of the President’s Forum of the Construction Industry Round Table.  He has been an active member of the following organizations:  Associated Builders and Contractors serving as a National Board Member, Region 1 Trustee and Trustee at Large for Free Enterprise Alliance (FEA), Committee Member Open Competition Committee (OCC) and the BizCon Task Force Member.  In addition, he is a member of the Associated General Contractors, Design-Build Institute of America and participates in local and regional non-profit organizations such as American Cancer Society and Boys & Girls Club of America, to name a few.

He actively supports local, regional and national organizations with a commitment of his time and personal contributions.

Married with two adult children, the family enjoys the outdoors and time in the mountains or on the water.

Michael J Choutka – Chief Operating Officer


Michael J. Choutka joined Hensel Phelps in 1991 and is a graduate of the University of Nebraska with a Bachelor of Science in Construction Management Engineering. As Chief Operating Officer, Mike has operational responsibility for corporate activities while maintaining oversight of the Mid Atlantic District based in Chantilly, Virginia, the Southeast District based in Orlando, Florida and Hensel Phelps Services based in Chantilly, Virginia. Michael began his post-college career with Hensel Phelps, rising through the ranks from Field Engineer, Office Engineer, Project Engineer, Project Manager, Operations Manager, District Manager and Vice President, Executive Vice President, before being appointed Chief Operations Officer.

Michael has been active in industry associations for more than 20 years and was Chairman of the Associated Builders and Contractors (ABC), Central Florida Chapter in 2011.  He is currently a member of the Board of Directors for the ABC Virginia Chapter.  Michael also serves ABC National as a Trustee of the Free Enterprise Alliance.  Additionally, he holds a position on the National Board of Directors for the Architecture, Construction, and Engineering (ACE) Mentor Program.

As a member of the Washington D.C. chapter of the Young Presidents’ Organization (YPO), Michael participates in local charity events throughout the year.  He is actively involved in supporting the Children’s Science Center, American Cancer Society and World Vision.

When they are not attending their children’s activities, Michael and his wife enjoy snow skiing and spending time at the beach with the family.  They are avid travelers and attend as many college and professional sporting events as they can.

Jon W. Ball, DBIA, LEED AP – Executive Vice President


Jon W. Ball, DBIA, LEED AP joined Hensel Phelps in 1984 and is a graduate of the University of Illinois with a Bachelor of Science degree in Civil Engineering. He is Hensel Phelps’ Executive Vice President with oversight of the Northern California, Southern California and Pacific Districts, and is based in San Jose, California. Prior to joining Hensel Phelps, Jon worked in his family’s precision blasting business, and then for Gust K. Newberg Construction Co. building nuclear power plants. Rising through the company ranks since joining Hensel Phelps, Jon has contributed to the success of hundreds of projects, before his appointment as Executive Vice President.

Jon serves on the Board of Directors for the Associated General Contractors of California (AGC), and is a dedicated member of the Rotary Club of San Jose. He is also actively involved in a number of charitable causes, including volunteerism at Via Services, serving as President of the Advisory Board for The San Jose Conservation Corps and Charter School, serving on the Board of Directors for the Silicon Valley Monterey Bay Council of the Boy Scouts of America, and supporting an important local cancer patient foundation, Cancer CarePoint. Additionally, Jon provides his support and leadership to several other local and regional organizations.

Married with one grown daughter, Jon enjoys a myriad of outdoor activities including mountain biking, sailing, basketball, scuba diving, and softball.

Richard G. Tucker, LEED AP – Executive Vice President


Richard G. Tucker, LEED AP joined Hensel Phelps in 1991 and is a graduate of Colorado State University with a Bachelor of Science in Industrial Construction Management.   He is Hensel Phelps’ Executive Vice President with oversight of the Plains District, Southwest District, Western District, and Corporate Program Development, based in Greeley, Colorado.  Richard began his post-college career with Hensel Phelps, rising through the ranks of Field Engineer, Office Engineer, Project Engineer, Project Manager, Operations Manager, District Manager and Vice President, before being appointed Executive Vice President. 

Richard is currently serving as the Past Chairman of the Board of Directors for the Associated General Contractors of Colorado (AGC) and is a member of the AGC Management Committee. Richard also is an active participant with the Denver Metro Chamber of Commerce and is the incoming Chair of the Colorado State University Professional Advisory Development Board (PADB).

Giving back is an important aspect of Richard’s life.  He is actively involved in supporting local, regional and national organizations, including American Cancer Society, United Way, Colorado Youth Outdoors with a commitment of his time and personal contributions.

Married with two boys, the family enjoys the Colorado outdoors and when they are not actively involved with the boys’ sports activities, they all enjoy time in the mountains or on the lake.

Edwin (Glen) Miller – President - Hensel Phelps Services & Vice President Hensel Phelps Construction Co.

Edwin (Glen) Miller joined Hensel Phelps in 1985. Prior to his work at Hensel Phelps, Glen attended Texas A&I University where he studied Civil Engineering. Post college, he worked for a Texas gulf coast general contractor providing petrochemical construction and refinery maintenance. Glen began his career at Hensel Phelps as an Area Superintendent and rose through the ranks of General Superintendent and Operations Manager, before being appointed President of Hensel Phelps Services in 2012.  As President of Hensel Phelps Services, Glen is responsible for the executive management, strategic business planning, personnel resource management and overall business leadership of the Facilities Life Solutions Group of Hensel Phelps.

Throughout his career with Hensel Phelps, Glen has worked across the nation on a multitude of projects, totaling over $3 billion in revenue. These projects range from multiple federal projects to the Atlas 5 launch facilities at Cape Canaveral, FL.  His market experience includes aviation, public, hospitality, aerospace, higher education and industrial.

Glen has been instrumental in the development and growth of several District offices and has provided leadership in multiple corporate programs involving safety, quality and production.  He is committed to the success of our Clients by providing facilities management and technical service expertise to the built environment, beyond construction, throughout the life of the facility.

Married with two adult children, Glen and his family enjoy time together outdoors and watching college football at their home in Austin, Texas.

Laird Heikens, LEED AP – President - Phelps Development & Vice President Hensel Phelps Construction Co.


Laird Heikens, LEED AP, joined Hensel Phelps after graduating from Colorado State University with a Bachelor of Science in construction management and a minor in geology.  Laird has management oversight and responsibility for development projects and is based in Greeley, Colorado. Laird began his career with Hensel Phelps as a field engineer and rose through the ranks in Southern California to Operations Manager. He served as Director of Mission Critical Services, Manager of Work Procurement in the Southeast District, and Director of Development and subsequently promoted to President of the Development Group (Phelps Development, LLC).  

Laird brings leadership and vision, as well as extensive experience with a variety of clients.  As Vice President and a member of the Board of Directors of Hensel Phelps Construction Co., Laird will be responsible for operational management and reporting for the Development Group.  He has held management positions for 26 projects in his Hensel Phelps career, with a combined contract value exceeding $2.3 billion.  Laird brings extensive experience and relationships with a variety of private and public clients. 

He is actively involved in supporting local, regional and national organizations and believes that it is an important aspect of life to make a commitment of his time and personal contributions.

Married with a daughter and son, the family enjoys exercise and outdoor activities.
